electrical question, bad, brand new ignition switch?

hello all, well i am in the midst of making a new wire harness and all electrics from scratch, i feel like i have a pretty good general grasp with electrical and using a multi-meter, but by no means am i a whiz, but this has me for a loss. so i have a good chunk of the new harness done and figured i would see how the new halogen headlight looks turned on, so i hooked the wires up and nothing! so i chase down the wires and i have 12.8V going into the ignition switch but when i turn the key this is how it works out, and keep in mind the BROWN/WHITE wire is where i have tapped into for my headlight power. so i took the switch out and exposed the back where everything is soldered on and this is what readings i get,

in the OFF position both the RED 12.8V the all BROWN 12.8V the BLACK and BROWN/WHITE 0V

on the first position/click i get RED 12.8V  BLACK 12.8V BROWN 0.34V and BROWN/WHITE 0.33V

The Second position/Click RED 12.8V BLACK 0V BROWN 0.30V and BROWN/WHITE 0V


so why or what is causing these 0.33V readings? shouldn't it either be all or nothing? and also the BROWN/WHITE Never has any power or just 0.33V. the switch is brand new from Dime City (they are local and i don't have to pay for shipping plus they gave me and my buddy a small hook up for military)

Any insight would be greatly appreciated since there are some electrical Guinness'

okay well after staying up till 2:30 troubleshooting i have figured it out and got things straightened out, i wasn't realizing that the 2nd position only is used for lights, while your parked, (at least that what im figuring) and also the brown and white wire get power from the black wire only when the headlight is on, originally through the ON position on the headlight switch.

 but since im running micro switches and relays i had to make some pig tails off the power output on my relays  that will send power to the BROWN/WHITE but only when my headlight is on (when 12V is on the output side on the relay) which will then inturn run power to the brown wire and then to your  tail lights through the fuze box, which i also ended up putting my turn signals on since its all LED (small load) and will all be in on LED bar. i was pulling my hair out, but once i saw the big picture i figured i had to get it all put together before i went to sleep, just incase i wont up with a brain fart!
