Fixing rust on 400f exhaust

 Was wondering if anyone has any experience in cutting open and repairing holes in a Honda exhaust. Baffle is completely rotted. Wondering what's the best way to open it ( down the spine or just cut the end off). Also how can I make a new baffle.
