Are PD46Cs push pull carbs?

I am pretty sure they are but I can't seem to find a diagram that shows installation of them. Right now I have only one cable and I see two holes on the handlebar control.

Also if a throttle cable has a hard bend in it, does it need to be replaced?

I have mine set up with a pull-only cable. I used a bolt to fill the empty push hole in the grip assembly. On the carbs, the cable is routed under the throttle cam. I haven't had any issues with it so far - I did have to crank up the torque on the return spring on the carb throttle shaft.

If your cable has a kink in it I would replace it. They're cheap and that's not something you want sticking open.

PD46 carbs have two cables.  Mostly for safety.  One is pull open, the other is pull closed.

Imagine you are entering a sharp curve, attempt to throttle back and the return spring has broken or slipped off.  Will you make the turn or drift into incoming traffic?  Yes, you can hit the kill switch.  But, can you analyze the problem, reach the switch before getting into danger?  Perhaps praying will allay your concerns?
Is depending on a single component's function worth putting the body at risk?  You can get another spring, but can you get another body?

A kinked cable can be used until it breaks at the kink due to increased friction.  Bring your cell phone with you.

I am definitely am going to add it I just want to make sure that the carbs are meant to have them before I order the cable. I think I saw them for like 11 bucks somewhere so I will just order 2 new ones while I am at it.

So the on the installation the pull goes on top and the push on the bottom right below it I am assuming?

i think it's the opposite.  To be sure, you should open throttle the on carb by hand. If i'm not mistaken, there should be a stopper and should rotate only one way, no?  If you install it wrong, well, you just won't be able to open throttle.  That might be the safest mistake you can make on the bike.
