How do I shut that thing OFF ?

Spark plug is an option. I used another method described somewhere on this forum. Used an o-ring, cut it, thread through the oiler hole (have to take sprocket off) and cut ends flush. Then put everything back together as it would normally be. Do a search for this. There is a good explanation with pictures.

I JB Weld'ed a dowel into the through hole in my sprocket shaft ... I also removed the oil cup from the inside of the trans that directs the oil spray through the hole in the first place. BUT you have to have the cases split to do that.

Im assuming you removed the two bolts that go through the retainer and into the sprocket. Even though it looks like it should come off, you have to remove the (19mm i believe) bolt from the end of the shaft. Then there is a washer with little tabs on it that you have to remove before anything will come off. If you have done all that then just keep working at getting it off, nothing else holding it on.

Ain't she a bute ?
The adjustment for the oiler is the slotted screw in the center of the shaft. Yours is backed out. Screw it all the way in, and the oil flow should lessen.
Don't fix it if it ain't broke!

If you want to cut it off altogether, you can fit a plug.  Joker makes one for about $5.

So , took the chain off to do this lil project, I remembered to take not on which way to thread it back through , but if you lay the chain flat , stretched out , I did NOT take note on which way it would go if you were to flip it 180* , does it really matter ? Chain & sprockets have about 1500-2000 miles

It matters some  - contact surfaces will have to mate again - but nothing really serious.

You don't have to remove both to get at the sprocket.
