77 CB550 F tail light problems

I've tried searching and have found threads where people are having the same problem, but have found no solutions.

When I turn my key to the "RUN" position (second from the right) my brake light works, but my tail light does not. However, if I turn the key to the "PA" position (farthest to the right) my tail light works, but not my brake light.

Seeing that the tail light works on "PA", it's not the bulb or any lose connections with the brown wire. So that makes me think it's the ignition switch. I've tried cleaning up the connections and it does no good. Is there a fuse I should be checking? I did put aftermarket turn signals on both the front and rear but I don't think that would effect the tail light would it? Thanks for any advice. I can upload the wiring diagram for the bike if you want to look at it. They all vary a little bit but I have the correct one for my bike (77 550 F, US and Canada)

may have found the answer:

"... So in PARK the tail light doesn't use the TAIL fuse. In ON it does. ..."

TAIL fuse keeps blowin... Can't tell why.. grounds look ok
