The official torque values for non-specific fasteners are in the "Honda Motorcycle Workshop Common Service Manual" which should be findable online.
Just don't believe the official torque value for any 6mm bolts, like the engine rocker cover bolts. These will strip the threads in the alloy case/head super easily: just tighten until they are snug, then tighten maybe 1/8 turn more. The side cover screws should be tightened with a manual (hammer type) impact driver, just a gentle-ish tap to make sure they are secure and won't loosen.
Loctite shouldn't be necessary on most fasteners. These bikes were made without it and aren't known for coming apart unexpectedly. I use it on some stuff in the engine (cam sprocket bolts, cam tensioner blade cap, oil pressure switch and other bolts holding down parts under the right cover, etc) but not on the cover screws or stud nuts. I haven't had any come out unless accidentally left untightened. Red is pretty serious stuff and I wouldn't put it on anything with a Phillips/JIS head. I use red on the cam sprocket nuts and blue elsewhere.
