quick swing arm question

Part number 11, the dished washer, i have seen these put on the outside between the bolt head and outside of the frame but based on my experience today these belong on the ends of the swingarm pivot tube inside the frame. I am correct in that it belongs on the inside correct?

It covers a CB550; I'm not sure which bike your schematic is for, but it looks like the swingarm is pretty much the same...
