Tappets are set at .050.
Is the .050not how far the valve moves..then you check the degrees?

Hi Man,
your cam is retarded............how much   39 -23 = 16 then divide by 2 = 8 degrees retarded  ( cos exh is biggest number)

I would advance the cam by 10 degrees so its 2 deg advanced.  How ? slot the cam sprocket or redrill the holes random and see if you get lucky  ;D    well at least put some thought into it with a protractor and try for 10 deg with hole centres  ;)

-Maybe different valve train lash?
I had to tight the valv adj screws until it almost lifted the valve to overcome the play in valve train and achieve correct readings.
After that I adjusted the valve lash to running lash and measured what I got and equal lobe centers
