Quick pd46c carb question

I see these two points of connection....the larger of the two is for fuel....What it the other for, as it was no connected to anything....

That small tube feeds the top of each every carb bowl.  It supplies atmospheric pressure so all the jet will feed fuel into the carb throats.  Air AND debris can get there.  A long tube attached to it minimizes contamination.
