cb550 '75 to '77 rocker cover upgrade questions

More questions from a Noob :o
I have the upgraded rocker cover and breather cover in hand.
I bought new gaskets and rubber circle cover thingies
I bought some rubber bands to hold the rockers back whilst installing

Questions:
1. the extra bolts (on the '77 version) under the breather cover are used to pin the rocker shaft from spinning, mine are missing the nuts. what is the proper procedure for tightening these bolts/nuts and to what specs? Do it tighten them after installation, or before?
2. Is the tach gear interchangeable from '75 to the '77 ? Do I need a new seal for it? If not, is there a cover or seal?

all 500/550 tach drives are the same,the missing bolts have a flat taper,you just tighten them down snug.

i bought four used engines once,one had the upgraded locked shafts with one split cover from being way too tight,never torque 6mm bolts especially those in alloy,theyll most likely strip everytime.
