Rust spots on paint

I have rust spots thought the paint on my 73' 350f.  One spot on the tank is a little raised and about a dime size.  Would you guys sand down the clear coat and then re-apply? And ideas are welcome

probably would be tough to match colors  :-\  what color is it?

What does the inside of the tank look like? Is it about to rot all the way through?

I'll just about guarantee that if you bust that bubble fuel will spill out....

its the bucus olive color, no the rust spot is not that bad and also i por-15 the inside of the tank already
