I don't want to argue, but I disagree with so many of these suggestions...
Gas? Really? One splash in the wrong place and you're gonna be pissed. That goes for other solvents or caustic chemicals too, even WD-40. Why run the risk?
A screwdriver? Really? and marr up the surface making it harder for reinstall?
Bang it off with a hammer? Really? You know that throttle is plastic, right?
This is WHY we use hairspray, it is like blue Loctite, keeps it there (usually) until you want it off.
Simple air is really the best way, and if you haven't tried it, when you do you will wonder what else you've missed in life.
Keep in mind... this is only in relation to the OP's question about grips applied with hair spray... not glue of any sort.
