400F freshen up: How's this sound?

I posted a while back about my GF "breaking" her 400F.

Turns out it wasn't nearly as bad as I first feared, but I do think the bike needs a little attention/freshening up. The P.O. re-ringed it, but didn't do anything to the valve stem seals.
After cleaning up the bike and lowering the oil level, it now only smokes at idle. However, I can hear some cam chain noise and I fear that the horseshoe has become stuck.

I'm waiting on CruzinImage to get the 466 kits back in stock. I'm tempted to just do the valve stem seals and see what that does for the smoking, but that wouldn't help the cam chain noise. So...if I'm going in that far....

I'm thinking of sourcing a good, used "horse shoe", new cam chain, and 466 piston kit.
I guess there's no way of knowing until I'm in there, but if the adjuster IS stuck, does that usually mean I can expect damage to other parts of the cam chain adjuster?
