The starter on those 350Fs is a quick blip and they're running -- if they're running well. Maybe that bike wasn't tuned well.

I rarely use the kicker on mine, usually only if I discover that the battery is giving up. On the bike in my avatar I replaced the pegs with 400F pegs and linkage (after swapping 400F exhaust) and the stock kicker would barely clear the peg (and rub). A 550F kicker fixed that.

Anyway, sounds like you've got a plan. Onward.

Will the case be required to sit in an oven,to release all the oil from the alloy,before tig welding ?
That can take a while.

No, he's welded cases for me several times (usually chain-damaged K0 and sandcast versions). Once a (really sad) sandcast case caught on fire when he got it hot enough, but he was forewarned how porous they can be and was ready with a CO2 extingusher, then carried on. ;)

I do! (Well, did...).
I have a sort of backup plan about the pipes when I get close enough to that part: I have a set of 4 trumpet-style mufflers (2 straight, 2 angled) that I've seen on another 350F that looked terrific, although my header pipes are angled-style instead of a nice foxy curve. The original 4-2 headers that came on it are trashed and were only left on it this long to protect the exhaust valves while the bike was stored in my shed 9 years. At least that plan worked...

I do need to look for some used-up pipes so I could saw off their mufflers and slip on these nice trumpets unless I fall into some serious $$ somewhere and can try for one of these leftover (or repop?) pipes.
