A while back, I picked up an CB650 that was mostly complete.  I spent a bunch of time trying to get the gas tank in order and picking up odds and ends here and there.  The tank was decent outside but really rusty inside.  The carbs were driving me crazy too.  I'm currently waiting on some on some o-rings that are on back order.  Then I saw an ad nearly a month old on CL for a CB650.  The guy listed it as parts and he said it ran and he had the body parts for it.  My lucky day...  Sure enough, the guy jumped it off his truck and it started right up.  He even had the owners manual.  I used the tank and side covers on this 650.  I was initially excited about it but I think it's just a parts doner.  I can tell it sat outside for a long time and the clutch is completely stuck.  Can't pull the cable in.  The carbs were in great shape and I got all the accelerator pump nozzles spraying.  So I used the tank, side covers, and carbs and I'm in business.  Got the carbs sync'd up and rode it down the road.  A few things I need to look at are:
Throttle doesn't return after twist.  I'm pretty sure it's gummed up under the throttle tube.
Need mirrors
Where the tach cable goes into the head is broken ( the cable housing, not the valve cover)
Few other things I can't think of right now

I got to looking at the throttle tube today.  I don't think it was as much of an issue with the tube than it was either a mis-adjusted cable or damage to the cable.  The cable looks like it got pinched between the steering stop.  I had a cable from a parts bike that I put on it.  After I adjusted it, the throttle returns easily.  On another note, the clutch seems to slip pretty bad.  I ran it down the road again and shifted into second and the engine revved up pretty high.

Still love the blue!!!!   A custom tank covers looks good on the standard.
