According to the reporter on the video he was holding hostages which he exchanged for the motorcycle.  Got exactly what he deserved.

I know this crossing, been there many times. Lovely place to go for a ride. And on the beach they do very funny sand sculptures.
But, educationally speaking - exchange hostages for  helicopter! but what about heat seeking missiles?.......
