Can you retorque a Cb 750 head while it's in the frame.

Only if your frame has what's called here Gordon kit installed.

Interesting. Perhaps I'll assemble the top end in the frame and avoid having to put it on the side and lower the frame over it. I wonder if Ron assembled his this way...

Only if you have a frame kit..

I find it easier to wrap the frame and muscle it up and out, its only ~200lbs. Once you get it out of the "whole" and up on a tube put a car jack there and wheel the thing out, easy easy. Only takes me about 20 minutes of fiddling by myself
