Preparing to put jugs back on and wondering if a brake cylinder honer will work for the cylinder walls, or do I need something more heavy-duty?

doubtful. for an existing de-glaze, a ball hone works the best as it can confirm to the minor irregularities. But a good 3 stone will work if there isn't too much ring groove at the top. A brake cylinder hone is just too small, unless those are some damned big brakes.
