Tapered steering bearing installation q

I got the tapered kit from DCC. Not sure if it's allballz or not, but it is tapered.

I have the races pressed in already, but I'm confused about the bottom washer on the stem. The instructions on the box say to tap the washer on to the stem then the bottom bearing.

Is the washer supposed to fit very tight? It feels a lot tighter than one would think. And does the bearing need to be pressed on as well?

No pictures right now because I'm at work, but if needed, I can provide tonight.

The stack is typically washer, dust seal, bearings, and yes, the washer and bearings will need to be pressed on. 
PVC tube over the stem is usually a good tool.   All you need to know is right here...

I put my stem in the freezer over night to "shrink" it. Everything slide on with a couple whacks of a rubber mallet on a cut PVC (3/4") as stated above.

Dust seal?

#$%*. Didn't even think about it and it didn't come in the kit. How screwed am I without it?

can you reuse the original one?

correct.
washer on first, then seal.  bearing on top.

The tapered bearing races are usually shorter than the stock ball bearing cups. The washer is to space the lower tree back down so it doesn't scrub against the neck. Same issue with my CB400f allBalls conversion.

I put my washer under the bearing race in the steering head.  There were multiple choices in thickness and I chose wrong the first time.  Putting it under the race in the head made it easier to change.  I just tapped the race out from the top and swapped washers.  That way I didn't have to worry about screwing up the cage by taking it on and off.
