chopper oil tank is empty? oil in bottom end?

Have a 72 cb750 I had just had the whole motor rebuilt.Last year I topped up the custom oil tank with oil and turned the motor over to get the oil going through the motor but I never started it.Went to the garage today and looked into the tank and no oil,over the winter it all drained into the motor,is this ok? Do I just turn it over to get the oil back into the tank?Thanks

Thanks,also if your tank goes dry is there not a chance of getting a air lock if your were to turn over the motor to get oil back into the tank?
