.25 .50 over rings

what exactly does .25 or .50 over mean in regards to piston rings?  are they that fraction larger than standard rings for standard (not oversize) pistons?

.25mm over standard bore, 0.5mm over etc.  Pistons are made to match in .25 etc. over sizes.  You wouldn't use .25 over rings on standard bore pistons I wouldn't think.
Roule comme dans les années 70...   Roll as in the Seventies...

Also called S1 and S2 respectively by some piston makers. 

That was fun discovering when I bought some S12 cb500 pistons.

From Honda you get Std, 0.25, 0.50, 0.75, 1.00 and you use the same size rings as pistons fitting with any writing/numbers upwards!
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

Remember "Its always in the last place you look" COURSE IT IS YOU STOP LOOKIN THEN!
