Cb350f butterfly/linkage

I am having a problem where if I pull the throttle ad let go it snaps closed fine. If I pull it just a bit, say just a bit past free play and let go, it sticks/closes real slow. It does this with the cables off and I am using my fingers to turn the butterfly. (?--the part that the cables attach to on the top of the carbs) I can manually close it the rest of the way.  The butterfly never touches the cam thing, unless I push it against it. 

Ain't nobody got time for that.

Clean them.  O obably just gummed up with road debris, oil and dirt.

Clean what? Carb linkage? Everything looks nice and clean.
How much of what you think I should clean can I do without breaking them apart (and resyncing)
