Hi Oldiron, welcome (officially) to the US site! Where abouts specifically are you in northern Ireland? I'm originally from the US, but my wife is from Belfast. As for the sticker, that looks like an old registration tag. Yes, typically each state requires a yearly registration fee, and the modern reg fees are usually smaller tags that are stuck onto the license plate to show year and month of registration.
