1978 cb750f3 oil collar

collar for oil filter bolt.............#15423-333-000
what does it do?
is it needed? what happens if not there?
where do i get one or measurements to make one?

Unlike all the other CB750 Four models, the F2/F3 models use an additional oil filter base which is supposed to add oil cooling. That is why the oil filter bolt is longer than on all the other Fours, hence the collar because the housing is still the same as on all others--only painted black.
