77 CB400F - Oil Pickup Tube Leak

Hi - First post here.  I currently own a Moto Guzzi V11 Sport.  I am obtaining my father-in-laws 77 CB400F with ~12K.  He is not as stable as he used to be (who is) and my wife is encouraging him to go a trike route if he wishes to continue riding which he is open to do.   

It has had an issue for several years and from research I have done I think he has a “dried-out” gasket of some sort and the oil pickup tube is leaking.  We notice that there is oil on the left most cylinder.  Additionally the cam chain makes noise and I believe probably needs adjusting.

Anyone have any experience getting a mechanic to fix this?  Again, from some researching I heard it is quite a bit of work and perhaps the engine needs to be pulled?  Just trying to determine the feasibility of getting this done or find out what anyone else has done/experienced.  Any advise is appreciated.
