Installing head- dowel location help needed!

In the middle of engine assembly, installing head onto cylinder. Having trouble fully seating head on to locator dowels. I have four dowels longer than the rest, two of which are installed on outermost exhaust port side of cylinder, other two dowels don't seem to seat fully in any other holes- Help me out!

If it's a 750?  4 longer dowels, 2 go between crankcase and cylinders (outermost studs front left/right) and two go same place between cylinder and head. Do not use the longer ones for the oil drains around the studs between cylinder head and cylinders or the head will not seat properly.
