I've got some 1/8 inch stainless plate steel that i'm thinking of using as mounting plates for rearsets. will I be able to weld them to the frame, one metal being stainless and the other not?

The answer is yes. Both metals are carbon steel based, just different alloys added. Just make sure a good welder uses the right/proper grade of stainless rod/wire/or whatever......
But, then, a good welder will know that.......
