HELP needed

This is my story so far, I have not had my 1977 400f very long , and I have had this problem from the start.
The problem is with, what I can only describe as a front fork chopping feeling, I can ride the bike with no hands and it steers just fine.
 I have changed the fork seal , tried ATF oil and gone back to fork oil again , re spoked the front wheel , I have put a new michelin tyre on  and balance it , but I still have the same copping / quick jerky rebound feeling. :-\

Anyone got any Ideas please

I'm just thinking here, so...

Is it possible to slowly raise your front wheel off the ground and spin it to see where a high spot might be in the wheel?  Keep raising it until only the high spot stops the tire from spinning.

I think you can put the bike on the center stand and put a small car jack under the front of the engine and slowly raise the front end with the jack.

It may be that one or both of your stanchions are bent, causing them to catch as they go up and down the slider. This may not be obvious when looking at it from the front depending how they are oriented in the trees. It doesn't take much of a bend to cause this, had it myself, and the only real way to tell is to dismantle and roll them across a flat surface, like checking a pool cue. An incorrect spacer may also cause this problem, pulling the slider in toward the wheel and away from the perpendicular.

You could also try centralising the front wheel, if you haven't done that already. Loosen the wheel spindle and give the front end a few pumps so you know the sliders are locating correctly. Then re-tighten the spindle with the front brake on. This is at least the correct way to fit the front wheel on my old Brit drum-equipped front brake, I assume it would also be the same for disc brakes and I tend to always do it this way.

You have swapped fluids but how much are you putting in? If you put too much that can happen. Do you do the mL measurement or measure height from the top style? Either way it only takes about 10mL over to start feeling the differences immediately

If you have progressive springs and too much fluid some people have reported it being even worse because of the really soft initial spring rate

Thanks for your replys ,to answer some of the questions , yes it a little like moguls but very short one more like a gudder than a bounce,and it happens on most road surfaces.
 As to the oil on re build I put 160 ml in and when I changed the oil I put in 150 ml.

Have re checked the rim vertical run out and it is 0.56mm, but the new tyre runout it 2mm.
Not tried relocating front wheel by loosening the spindle but will give it a try.

Dont know if I  have progressive springs , but is there a set length for the front spring ?

I'd pull the front end apart, something is not right.  Could be a broken spring?
