Title question (Illinois)

I have been searching the website of the IL Secretary of state for info on this to no avail.  Like everything else governmental in this god-forsaken state the site is pretty much worthless.

I have a few projects going right now including one bike purchased without title and another bitsa bike made up from all kinds of pieces including a frame with no tag.

I know we have a lot of IL people on here so I thought I'd ask here.  How difficult is it to get a bike titled in IL?  What are the stumbling blocks or problems?  I hope to get some info without spending a day waiting in line at the SOS office.

It is very difficult, in fact basically impossible, for an ordinary citizen of Illinois to title a bike they purchased without a title.

Before talking to your local BMV talk to the county Clerks office. I know that in Indiana the BMV gave me a huge runaround. The Clerks office gave me one sheet of paper with simple instructions. Basically I prove the bike isn't stolen and go to small claims court and an order is issued to force the BMV to issue a new title.
