I have found on my 1978 CB550 with everything stock and the carbs clean and resent tune up that I absolutely must keep my hand off the throttle. Turn on gas, wait 30 seconds, full choke and hit the starter button. Leave the choke alone until the idle starts to change. It is also extremely cold blooded. Engine must be warm to take the choke off.
