Same wheels as mine.  Mine doesnt do that.  Pretty much eliminates it being engine braking itself.  Since you don't feel it in the bars, and have ruled out bearings, could simply be a little bit of alignment or tire.  Something to put a slight sideload on it.  Because you don't feel the pulsing, when hands are on the bars, probably countering the slight force.  So you get that slight gyroscopic wobble from out of round or out of balance.  Tough to say.  Think it will just come down to a thorough inspection and a keen eye.  If you know somebody with a dial gauge, can try using it to inspect front for out of round that might be too little to see or feel?

Not allowed to ship my magic wands; laws and all that.  But I do have a trusty adjustable wrench that does fix most of my problems.  It can be shipped and is magic as well, but that is another story....

Is the front axle nut tight? Not sure about the 650 but on the 750 it should be 40-45 ft lbs.

The axle itself. The Honda CB650 manual recommends 40-48 ft-lbs..

Frame is not cracked anywhere that I can see. I went over it last night because I was painting any little marks on it. I love the hell outa Rustoleum. So easy to touch up things- just need a little kid paintbrush. Brake clean takes it outa the brush, too. I had it out because I welded a leg onto my kickstand. I cut a horseshoe in half and welded it to the bottom of the stand. It fits perfectly around my silly ass harley mufflers.

Did I mention I ride a Honda Davidson?

I don't really have anything to compare it to. I just left what was on there, on there. Bike had those muffs, but there was an exhaust leak so I pulled them off. That's when I saw the HD writing. Googled them and found out they came from a sportster. They had holes for crossover tubes which were leaking. I took freeze plugs and hammered them down over the holes to stop the leak. Then I put some JB weld (best shizzle since duct tape) around them to prevent pinholes. The whole exhaust is super ghetto- the PO has it held on there with friggin hose clamps. I'd like to replace it at some point, just have no $. I'll see if I can post some pics tonight of the fabulousness.

Oh, and it was farty, too, so when I had the muffs off to repair the leak I shone a flashlight inside. Turns out the PO had drilled holes through the baffle thingy in the middle of the muff. There were raggedy bits of metal hanging off, making a farty noise through the pipes. I punched the rest out and smoothed the metal down- no more farts.
