Ok...I'm at the finned oil filter cover and the bolt which secures it...been on it all day I started with a rounded 12mm nut/bolt which filed to a nice snug 11mm size..no...nothing..I'm down to a 10mm bolt now I've put some heat on it ive put a mole on it (previous sizes) Is there a trick to getting this blasted cover off Or do I smash it off and buy another!

get a breaker bar on your wrench and give the bolt head a few taps with a hammer to break it free.
weld a nut to it and turn the nut.
cut /drill it off in a way that it does not ruin the filter housing....get another filter bolt.

Worst case scenerio is you could cut the head of the bolt off. I would not start smashing anything,don't want to break the inner case. Usually its the flange on the bolt stuck to the filter case not the threads inside the housing.

you would be amazed how many of us cb350f owners have had problems with the silly bolt!  my old one was awful! When I bought a new one to replace it, it seemed like the build quality was much better then the original one.

 If you have access to a welder of any sort the welded nut works wonders.  Not if your engine has any gas inside of it though, leaky carbs etc.

had the same issue when I first got my cb550f.  I ended up using the dremel to cut off a lot of the edges.  No amount of heat, hammering, or cursing got it off. It is steel into aluminum so it gets a small bond going. 

If you do cut the head off, be carful.

Buzz the head off and replace with a new one. Plus side with the new is that it isn't mangled, has an oversized head for better leverage and now YOU get to learn how to not overtighten a bolt regardless of whatever a PO has done
