Feel sorry for you. Could you have made an error setting the torque wrench?
BTW, I am not particularly fond of using these wrenches for low torque values.

No didnt make any mistake with the torque wrench.  I used my fancy craftsman 200 dollar torque wrench because I am always scared of cheap torque wrenches.
What is the range of your "fancy" torque wrench? For such low values, the torque wrench should have a maximum of about 25 ft/lbs.

sure the range of the torque wrench is 10-100 ft lbs

That is the problem. You were using too large of a wrench: a torque wrench, or most meters and scales for that matter, are the most accurate at the upper end of the range, and the least accurate at the lower end. You may have applied a LOT more torque than you realized...

Yeah, Also, it is possible for them to be out of calibration, and be moreso in the low range.  For these old hondas, is best to pick up a smaller inch/foot lb torque wrench.  My favorite one for doing the fine work is a dial indicator one.

On the side note, don't let it discourage you.  True, it was money and work, and now you have delay, but if you give up or something just out of rage, well in a week/month, you will be pissed.  So lets see if us guys can help, and in a few weeks, hopefully be back on the road.  Hit some summer/autumn shows and be the awe of all the other sohc guys (like me) who haven't been able to complete our builds yet ^.^

copy I I think when i can find another top bridge I might just go with the ratchet not even use the torque wrench

but time to throw the blanket over the beast  sucks she was finally coming together  :(

Exactly.
I don't use my 3/4" drive torque wrench on 8mm bolts either.  ;)

For bikes, I use 1/4" and 3/8" drive torque wrenches except for the axles and swing arms.
(Then, I use the 1/2" drive version.)

Couple of answers:

There's no D washer on these models
Powder coating did not weaken your top clamp
Members Harsh or Bill Benton may have a spare. I say Harsh because I know he is building up two of these bikes, and may be replacing his stock with a custom clamp, don't know for sure.
13-17# is just "really hand tight"

Worst case scenario, you could find someone to TIG weld that clamp. They'll have to grind a bit out of the crack, add weld, and then grind smooth again. A bit of work, but you can save that piece if you can't locate a replacement.

So, I was working on my 1973 CB350F this morning and inspected the bridge carefully. Low and behold, I have a cracked bridge too. I guess my hunt is beginning for a replacement. eBay doesn't have any at the moment.

So is this pretty normal? I did have the part powder coated professionally where they strip it and all that stuff.  could powder coating of actually weakened the piece ?

NO. it was not the powder coating.
A.    It was over torqued (not your fault).
B.    It was 30+ years old (not your fault).
C.    The "D" washers (if needed) were missing. Your fault.
D.    The additional thickness of the powder coating (IF the inside was powder coated) was just enough to cause the cracking when torqued too much?
