Question on stem and fork seal

Hey,
I'm new to both the world of motorcycles and this forum, but it has been very helpful so far.  I have a '75 CB 550 and I am tearing the thing apart and rebuilding it.
First question: I pulled the forks apart and I have a question about the seals.  The old seals were fully pressed against the circlip, the even left a little mark on the top of the rubber.  When I hammered in my new seals using the old as a cushion the went down farther and left a slight gap between circlip and seal.  They are fully pressed down right now, so in theory I think they should work, but will they eventually work their way up and press against the circlip?  Or is there a way I pull them up against the circlip?
Second question:  I am also working on the bearings, races, cones, washer and dust seal in the stem assembly.  I am wondering three things where is the best place to get the replacement parts, what should I get, and how to pack the new parts in.  I have seen some posts about tapered bearings and races, what exactly is the difference between the originals and these.  If there is some difference what does that mean for installation?

It doesn't matter where in the leg the seal eventually sits, as long as it is below the circlip.  As you have discovered, there is more space there than required by the seal.  Why?  Who knows...

Thanks, I didn't really want to pull it apart again.
I am still wondering though about the bearings on the stem. I ordered some tapered bearings, but what is the best way to pack them.  Should I take a piece of PVC and pound down the racer?
