1972 CB500 K1 What is this bracket used for?

There is a bracket which fits under the left front fuel tank rubber.  It looks like it may be a retainer for the harness you see strapped to the tank.  Any ideas what it is?

That big harness your finger is pointing at goes there. That zip tie thing is incorrect, that's my guess.
