1972 CB500 Right Handlebar Switch Question

What is the function of #9 (bolt) and #10 (spring) in the attached photo?

When warming up a cold engine, you could tighten the bolt after giving it slight throttle to hold a fast idle. 

Some may say it could be used for cruise control, but I do not think that would be safe.
