Number #13 for the hub

So I am in the process to rebuild my hub before I send it off to get mounted on a wheel.

Is #13 supposed to be sitting loose behind the bearings?



And here is what I have



Also, have guys found an easy source for #50 and #51? Seems like standard seals.
