Engine case bolt missing?

I'm new to CB550's. Recently bought a 1974. It looks to me like an engine case bolt is missing on the right front crankcase. Am I right or wrong? Optional? Mandatory? If needed, probably M10 size?

On closer inspection, it appears "unused", and there doesn't appear to be any clearance for a bolt head on the inboard side of the hole. Maybe it was use at the factory during assembly or something.
