If I recall correctly he has the equipment, or can sub it out to any of the shops nearby in the Tucson metro area that do.
Ideally as a business starting you want control over quality of the work, so subbing out isn't the best. But, starting up with huge capital outlay can doom you to failure. Fine balance has to be achieved.
The problem with old motorcycle parts is you can't just order another and replacement used may have issues...depends on the part of course.

Pull the motor apart and clean it up. Mineral spirirs can cut through oil but Turpentine is a great solvent to cut old geeasd and oil as well.
I think if it is like the 80s Nighthawks the pajnt is more like a plastic coating and can be difficult to remove. Paint was often cleared from factory, including metal parts snx thst is a tough clear that is likely a urethane.
