Swingarm will not go back on: CB500

OK I'm trying to get the Frame and suspension back together , but my swingarm is not cooperating. I did this last year but I don't remember it being this hard. I have bronze top hat bearings which are flush ans the dust caps cover them. Those are #14 on the diagram. I've checked and #13 is not sticking out at all. Is there a trick or magical incantation that I'm missing?

Try loosening your rear motor mounts.

Tap it with a mallet it's a good sign if its tight.

It's a bare frame there is nothing left to loosen. I've tried tapping it in but the dust caps keep coming off the swingarm as I'm doing it.

Put some grease behind the dust caps it will hold them in place.

Just tried but it still doesn't fit. It's way past tight. There has been no compression on the frame while painting, and it was fairly easy to get the swingarm back on last year when I put in the bronze bushings. Just to be sure the dust seals #14 in the pic goes over the swingarm and not on the bosses in the frame?

Yes the dust seals go over the swingarm
One of my bikes was involved in a light spill so its a bit awkward putting the swingarm back.
Wrap rag around one side of the swingarm and one rear peg mount and gently leaver with a large screwdriver or small bar to spread the frame.

If everything else fails, find a way to open the frame more - like a hydraulic jack or woodworking clamp.  Nothing drastic, mind you, all within the frame elastic move, you dont want to cross over to plastic deformation.

How much does it miss to go in?

The worrying thing is that film came out the same year I was born.
