Carb Leaking, Help

I see myself as a fair mechanic, but this one has me stumped. Carb bowl  leaking, bench tested the bowl and no overflow tube leaks. replaced the needle and float, float set and checked. Checked the needle seat with magnification and it looks good. I did the clear tube test from the overflow nipple up and the fuel level is to high. Is there any other way fuel could pass the needle and seat and flood the carb?
Don't try to make sense out of what don't make sense....

You did not mention year or model of bike but sometime a float/needle can just get jammed  sometimes even on an aftermarket gasket in a 750. Model of carb etc will be helpful.

good on you for checking fuel level with a clear tube. 
here are a few things to verify.
your float height setting is wrong, your technique for checking it is wrong, or both.
float installed upside down, or its hanging up on its pin.
if your fuel level is too high, your float/float valve are not working as they should.
