Upper Cushion Connected to the Ear Bone

OK, I'm dense, I admit it.

I'm putting the forks back together on my 750 K6.

I got all the easy stuff together :) and got the bottom fork bolt in and snug.

What I can't figure out is where in the heck does part number 18 in the diagram go???
Does it go inside the ear (part #15) in the top or bottom of the hole for the fork clamp or does it go in the bottom of the ear and sit in the recess???

Inside or at the bottom of the ear (#15) and on top of the lower triple tree.
