You have the front end elevateed to take weight off the nut?
Did you remove the spring? If so put it back in it helps keep the damper part from turning.Even then it may turn. Borrow an impact wrench?
You can probably just pull/pry it out then...it is just hanging up on a tight o-ring. Maurice, I think he is talking about the cap at the top of the fork tube and sounds like you are referring to the allen bolt at the bottom.
