progressive spring install

I am about to install progressive springs and I was wondering if the you keep the smaller short spring in at the bottom?

The smaller spring should be there.
My progressive fork spring kit had only 2 fork springs, washers and plastic pipe (spacer) to be cut  to get proper pretension of the springs. I have 1/2" tube lenght + washer.  More is PITY when mounting the top nuts.

I used 1" lenght of the plastic tubes before that caused wobble. Maybe together with fork oil amount when I just added 220cc in each leg, not measure each leg according to the instruction from progressive that I did last time. Oil level 140mm from top, not more.
