I stumbled upon an interesting idea this weekend.  I remember seeing posts of folks looking for risers to adjust handle bar height, and it occured to me that the caps that hold the axle to the forks would be perfect for such a device the bore may have to be a touch larger, but that is easy.  Not everyone may have a set of junk forks, but I do, and I will let you all know how this works out.

If you check out motocross catalogues you can get sets of rise blocks in different lengths to do exactly what you are talking about. They are shaped to locate in the stock top yoke.
