I am hoping to find some good tips or trick on cleaning up these Hayashi wheels. The previous owner painted them white. Since they, they began peeling and have some bubbles in some locations.

Whats the best way to strip the end clean them up? What are my options?

You may want to use Brake fluid. It does eat paint as we all know.

Aircraft remover takes everything off and fast. Most auto shops in the states carry it.

I'd recommend wearing double latex gloves or some heavy duty chemical gloves. That stuff burns like mad if you get it on your skin.

Which is why I recommended Acetone. Lots of things work, lots. Acetone is easy, evaporates quickly, and won't kill you. But the Aircraft Stripper works great. It may also remove the factory protective finish though, so if you're at all concerned about that, proceed carefully.

WARNING!  I think those are anodized underneath that crappy paint!  (unless the po sanded it off or something already)  DO NOT USE OVEN CLEANER! and i probably would not use paint stripper either.  However, you may find that the Gold/Bronze colored anodizing is already ruined and then you might as well have at 'em with whatever works.  Start small on the most inconspicuous place you can find....try Laquer Thinner too or maybe an epoxy paint reducer, wear respirator and gloves.
If it works good, it looks good...

Aluminum and steel don't really like each other. Stay away from steel wool as it can imbed itself into aluminum and rust.
Use Scotch Brite. Old or used dot 3 brake fluid is a great rattle can paint remover, and won't (much) harm the anodization beneath the paint if you work quickly (if they are anodized). Aircraft stripper is another good option, if you don't mind super nasty chemicals (wear big yellow kitchen gloves). Either way, scrub the bejeezus out of them with yr favorite dish detergent after. You didn't mention what direction yr going; the powder coater I use will bead blast small parts (I mean smaller than a frame) as part of his fee. Maybe there's one near you? Or, once the paint's gone, you can spend a bunch of hours with hot water, detergent, varying grits of sandpaper and Scotch Brite, followed with Simichrome (which ain't cheap but is an excellent polish/ sealant) for a factory Honda kinda look. If you want to repaint them start with a self etching primer after you get 'em clean.

I suggested cheap Brake Fluid since you don't need a Hazmat suit and it really only really eats paint. It will not stink up the house if you are working inside an attached Garage or workshop.

+1 lacquer thinner.

Problem with brake fluid is its very hard to remove all of it if you are going to paint them again or whatever.

Lacquer thinner is super flammable since it uses some of the same chemicals as nitroglycerine in production, and it really out gasses explosive fumes. If the coating underneath is shot he is going to have to prep the surface and polish or etch anyway.

Sometimes well meaning misinformation is passed along. Here is an excerpt form the MSDS sheet.
Product/Chemical Name: DOT 3 BRAKE FLUID
Acute Effects
Inhalation:
Vapors are mildly to markedly irritating to the lungs depending on the exposure level.
Eye:
Causes severe irritation experienced as discomfort or pain,
excess blinking and tear production, with marked excess redness and swelling of the conjunctiva.
Skin:
No adverse effects expected with exposure to skin. Brief contact may cause slight irritation.
Prolonged contact, as with clothing wetted with material, may cause more severe irritation and
discomfort, seen as local redness and swelling.
Ingestion:
Ingestion may be fatal. May cause abdominal discomfort, nausea, and vomiting. May
produce central nervous system depression and kidney damage.
Carcinogenicity:
This compound contains no ingredients at concentration of 0.1% or greater that
are carcinogens or suspect carcinogens.
Medical Conditions Aggravated by Long-Term Exposure:
Pre-existing skin, eye, and respiratory disorders may be aggravated by exposure to this
product. Impaired kidney function from pre-existing disorders may be aggravated
by exposure to this product.
Chronic Effects:
Repeated exposure may result in drying of the skin and mucous membranes,causing irritation and dryness.
Section 4 - First Aid Measures
Inhalation:
Remove to fresh air. If not breathing, give artificial respiration. If breathing is difficult,

with plenty of water for at least 15 minutes, lifting lower and
upper eyelids occasionally. Get medical attention immediately.
Skin Contact:

Acetone on the other hand:

Central nervous system depression is the most common effect, resembling intoxication by ethyl alcohol. Excitation is followed by impaired motor coordination, slurred speech, sensory

Or methylethyl death as Iit.I once heard it called.
Few other chemicals available to the masses freak me out like that stuff does. I wear gloves google and the whole nine when I have to use that stuff. I actually hate having it around.
