Except he indicated he drilled the hole larger than needed, thus, the control pin may be floating and not in constant contact. That however does not explain his lack of electrical spark to ignite the bike.

OP needs to grab a meter and start at the battery. He just informed us of a melted fuse or fuse block. He's got bigger issues than a loose ground wire at the handlebars....

the hole is barely large enough for the pin. I had to press firm on the controls to seat the pin all the way in.

I wish I had the time to get a multimeter, but I need it running ASAP to get to work.

If I remember right, it was you and I calj that went back and forth with another member about electrical maladies before it was revealed that the bars were painted. Just trying to cover all the bases.

I believe the 15A fuse is blown. Its behind a few things on my bike, but I can see that the clear plastic casing has melted. Pretty good sign that the fuse is a goner.
This is what catches my eye... With this info, the paint doesn't even bear consideration.

The bike ran before changing the bars, right? The Run/Stop switch on the handlebar has a black wire, and a black wire with a white stripe. This black wire needs to be connected to a black wire from the main harness, and the black/white wire needs to be connected to the black/white wire from the main harness.

I connected the blk/wht, and all of the black wires. Problem was there are 2 black couplers (is that the right word?) As well as 2 dark green ones. I can't tell which ones go where without  the voltmeter. And truthfully, I don't know how I'd be able to check with one. I talked a few minutes  ago to the shop and he said he'd love to show me what i did wrong and how they fixed it for the learning experience.

Hey, nice!  If you can cultivate a relationship with a shop that is willing to both work on a bike that old, and help you to improve your skills, then latch on and don't let go!  That's worth it's weight in gold.
