Is something wrong with my gears?

I have a 71 cb500 and have the engine off the bike and clutch off. I put my shifter arm on and tried to shift thru the gears. Is it normal not to be able to shift thru all the gears with engine off the bike like that? It only seems to go into neutal and one other gear.

Yes, this can happen because the gears aren't aligned quite right while you're trying to shift.  Try shifting while you rotate the final drive sprocket by hand, you'll probably find you are able to shift through all gears then.

I've seen someone hook an electric drill up to their final drive to test this.
