To repair that tank is some work (metal) but I guarantee afterwards that the metal will also tear out due to the severity of the dents/creases. So you'll still have some welding work required, and likely require lining the tank. If you're not up to that, replace the tank.
That's a shame, looks like someone went after it with a stud gun at some point.
Looks to me that someone "brazed" or solder-gobbed some holes prior to bodywork. Studs would usually create lots of high spots and an outward "bowl", not leave the dents behind. Either way, work to be done with that one...
I fixed one worse than that, and I don't think I would again honestly.
