71 CB500 Assembling Sprocket Carrier - Question

Does this seal need to be tapped down into the steel ring here?  It measures 1 mm larger in OD than the ID of the retainer ring it is sitting on, so seems too big, and the sprocket cover looks like it would hold it in place anyway.  Only looks like it could go in a few mm before it would be on the shoulder on the bottom of the spacer it fits on.

There's a plate that goes over that, that keeps the seal in place. It's the plate that covers the sprocket.

Thanks Nicks, so from your answer it seems the seal is not driven into the retainer ring, as I suspected?

This is the first old Honda I've built, and it has some odd designs I've not run across before, like this.

Correct. The seal with fit snug into the cover plate.
